Note: In the light of the Seton Hall tragedy, several subscribers have
asked what Villanova does about fire safety in our Residence Halls.
Rather than doing an interview, we are forwarding you some some
materials on this subject from our Office of Residence Life. You may
either read the text below, or, if you wish, open the attachment to see

Fire Safety Procedures in University Residence Halls

I. Goals

Prevention
Education
Early warning
Rapid response
Fire containment

II. Educational Efforts

Residents told not to bring: hot plates, toaster ovens, space heaters,
any appliance with open heating element, candles, incense and potpourri
burners.

Fire safety brochure distributed to all residents at check-in. (The
department of Environmental Health & Safety also provides supplementary
safety brochures from the National Fire Protection Association.)

Floor plan, evacuation route, drill procedures and fire safety policies
reviewed by RA's at first floor meeting.

Laminated floor plans and evacuation routes are publicly posted in the
hallways outside of each RA's room.

III. Enforcement

Fire/Health Safety inspections conducted for every room three times per
year.

Violations documented and corrective action required.

First-time violators fined or required to complete educational task;
repeat violators referred to Dean of Students Office for judicial
action.

IV. Fire Drills

Unannounced drills conducted three times per year (September, November,
March).

Involves joint efforts of Residence Life, Public Safety and Facilities
Management.

Process:

1. Alarm pulled by Facilities Management;
2. Evacuation assistance and movement to designated area by RA's &
Public Safety;
3. Evacuation time recorded by Public Safety officer;
4. FMS representatives check for proper operation of alarm horns, exit
and stairwell lights, fire doors and presence of fire extinguishers;
5. Public Safety headquarters check to insure alarm relay working
properly;
6. Residence Life Coordinator and Public Safety officer select random
block of rooms to insure evacuation occurred; fire safety violations
documented;
7. Evacuation maintained until Public Safety sounds "all clear";
8. FMS, Public Safety and Residence follow-up as required.

V. Equipment

Comprehensive alarm system installed in every building 1988-89.

Buildings zoned with sensitive smoke detectors that sound alarm for
smoke or fumes.

Alarms sound in building and also sent to Public Safety department
manned 24/7.

Annunciator panel at main entrance identifies location of tripped
detector or pull box.

Strobe light at top of each building alerts fire department to correct
building.

West campus apartments have sprinkler systems in rooms and common area.

Four newest halls on south campus have sprinklers in common areas.

Sprinklers first required in common areas and corridors of public use
buildings in the early 1980's, and in individual rooms of new buildings
and major renovations in the early 1990's.

Sprinklers are primarily intended to save property; they are not
activated until the heat of a fire becomes strong enough to melt a
fusible link that releases the water.

Smoke detectors are primarily intended to save lives. They are
triggered in response to small amounts of smoke or fumes and serve as
fast-acting, early warning devices that sound an alarm before a fire
could become hot enough to activate sprinklers.

All Villanova halls are equipped with fast-acting smoke detectors that
sound fire alarm when triggered.

All hallways equipped with fire extinguishers; all apartment kitchens
have extinguishers.

Doors and interior walls are one-hour fire rated, i.e., would take a
fire one hour to burn through these items and reach a corridor.
